His distinguished career saw him become mayor of Malvern Town Council, on which he represented Malvern Link.

He was also chair of Malvern Hills District Council and served on Worcestershire County Council.

A service to celebrate his life took place on Tuesday (November 12) at The Vale Crematorium, Fladbury.

Cllr Clive Hooper knew Cllr Tuthill well, first meeting him through the Malvern Civic Society but got to know him best on Malvern Town Council.

"Only a few weeks ago Paul called me to talk about an issue relating to the Malvern Hills Trust, and his interest in public affairs and his commitment to our local community through his tireless work was self-evident.

"It was as a Malvern town councillor that I knew him better and I shall tremendously value his unstinting help he gave me on the council, and subsequently his advice was welcomed.

"At his funeral, he came across as a family man who was a tremendous supporter of his children and grandchildren as well as a very keen rail enthusiast.

"Paul will be much missed and I shall remember him above all for his kindness and humanity."

The leader of the Malvern Liberal Democrats, Cllr Paul Bennett, added: "Paul was a very well-known councillor who worked hard for residents, stood up for his beliefs and I admired him for resisting central government's attempts to take over planning.

"We are still fighting his battles now.

"I would like to add my best wishes to his family and friends."

He was first elected to Worcestershire County Council in May 2013, representing the Malvern Link Division and was Chairman of the Health Overview and Scrutiny Committee (HOSC) from May 2017 until May 2021.

The chairman of Worcestershire County Council, Cllr Tracy Onslow, said: "I was saddened to learn former Worcestershire County Councillor, Paul Tuthill, had passed away following a long illness.

"The Chairman extends her condolences to Paul’s wife, Jane, and all his family and friends at this very sad time."
