Hundreds of beer bottles have been left floating “like little ducklings” in flood water in Upton.
And a senior councillor has raised concerns over the environmental impact it could have.
The bottles are thought to have been left next to bottle banks in Hanley Road car park.
Jeremy Owenson, who represents Upton and Ripple on Malvern Hills District Council (MHDC), said: “The council replaced the big bottle banks in the Hanley Road car park with small bins earlier this year, as a cost cutting measure.
“These overflowed just before Christmas, so I suspect people left bottles by the bins. As the Severn rose, they just floated away like little ducklings.
“This will be dangerous for weeks to come as the bottles are all over the car park, and by now, in the fields and in the river.
“This is an example of MHDC trying to save a few pounds, and then losing a fortune in needing to tidy up.”
Cllr Owenson, who is the Conservative group leader on the council, added: “The environmental damage will last for months, and possibly even years.
“The council needs to review its recycling strategy, and reinstall proper bottle banks across the district.”
