The incident caused St Peters Garden Centre on Norton Road, Worcester to shut its doors for the "safety" of its customers.
Stuart Beasley, manager, said it lasted for half an hour.
He said: "We lost power, so we had to close the garden centre temporarily.
"We didn't feel as though it was safe for customers as the shop floor was too dark.
"We had to put their safety first, but as soon as the power was back on we were open and trading as normal".
Western Power took to Twitter to extend their apologies to a resident after a complaint in the WR5 area.
The tweet said: "Thank you. yes we are sorry about this. There is a power cut affecting parts of the area unfortunately. Engineers are working on this, and are aiming to have this resolved by 16:30".
