The September 2012 review of the SWDP as it affects Malvern Hills District, is based on a supposition of what was in the minds of the planners when the Townsend Way development was planned.

It goes on to say that, “it was certainly in the minds of some of the decisionmakers that, one day, the town’s boundary-defining new ‘distributor-road’ should be extended in both directions….”

These thoughts may have crossed the mind of a decision-maker years ago.

However, supposition and conjecture are not suitable tools with which to overturn the decisionmaking of those who have been working on solving today’s problems for the last five years.

They have to use hard facts. And hard facts are what the SWDP is based on.
