Plans for a new town council office in Victoria Park have been submitted to district planners.

Malvern Town Council wants to build on the site of the old pavilion, which was demolished last summer.

The new building would not only become the new headquarters for Malvern Town Council but also a community hub.

There would be a cafe on site, with inside and outside seating for up to 35 people, public toilets, a locker room for use by sports teams, a meeting room available to hire and a reception area.

According to planning documents: “Town Council administrative staff would use this building as their office base, allowing them to meet with the public and manage park activities onsite.

“The building would be open 7 days a week, 8am until 9pm, dependent on usage of meeting room.”

The new building would be built within the footprint of the demolished pavilion and is described as being “of a contemporary design with a flat roof”.

“The external cafe area will be a raised paved area to give level access from the children’s play park and front car park.

“Levels surrounding the pavilion will be adjusted to facilitate level access to all external doors with tarmac paved footpaths and landings with powder coated handrailing.

“The proposal includes air source heating with photovoltaic solar panels on the roof which will be linked to the hot water system and to the main grid for feedback residual energy.”

The town council has said that because the proposed building overlaps the current skatepark, it will be submitting a separate application for a new skatepark within Victoria Park.

The park already features a children’s play area, two basketball courts, a football pitch and netball and tennis courts.

Malvern Town Council is currently based at its office in Belle Vue Terrace - a building it plans to sell in order to finance the Victoria Park move.

At a meeting last month, councillors agreed to set up a task group to review the sale of the Belle Vue Terrace building.
